It is not unusual for press releases for television series to get certain facts wrong, as is the case here.  First, it is "Everybody" in the C.A.P.E.R. name, not "Everyone."  Once again Doc is cited as the leader.  While this may have been closer to being the truth in the early episodes, there really was no established "leader" until P.T. started to play more of a leadership role as the series went along.  Also, Robert Emhardt's character was never referred to as "Chief Vinton" in the series, it was always "Sergeant Vinton."
